why we see so many excluded devices at times		Excluded means that if a device doesn’t return from the provider, it’s marked as disabled, and then it’s being excluded from syncing. On each sync iteration, we get from the provider a list of devices. If we have a device X from a previous iteration, and in the current iteration, we don’t get device X, then we mark it as disabled. For deleted devices we don’t even try to fetch them so I don’t think they count as excluded.
